COVID-19 Precautions: At Onsi, we care about your health and safety and ensure our training and education spaces are clean and sanitized daily, before and after each class. We use ULV Foggers to sanitize the room that include Hypochlorous Acid 550PPM mixed with Steramine and 30048 Nu-Foamicide as prescribed by the CDC. In addition to these cleaning protocols, we also provide hand sanitizer, gloves, masks and other PPE along with monitoring temperatures of both staff and attendees daily. We have set up our class to accommodate the required physical distancing standards as required by our local government.

DBA/DBRA Compliance Training – March 2020

The Comprehensive DBA/DBRA Course

The Comprehensive DBA/DBRA Course is a two-day training course that teaches the compliance principals of the Davis-Bacon (DBA) and Related Acts (DBRA). We review the elements of a contract that invokes the DBA law, required contract clauses, and an overview of how to meet the local prevailing wage requirements.


Attendees will leave with an understanding of:

  • The purpose of the DBA/DBRA and when it applies to a contract
  • General knowledge of Area Wage Determinations (WD) to include:
    • Where to find them
    • The four (4) types of Area WD’s
    • Collective Bargaining Agreements (CBA)
    • How to determine the minimum wage and fringe benefits that must be paid to employees based on individual labor and/or trade classification
  • Classification of Labor and/or Trade Categories through the Conformance Process, if needed
  • Types of bona fide fringe benefit plans chargeable against the Fringe Benefit (FB) requirement
  • Types of required paid leave fringe benefits, if any – vacation, holiday, and sick
  • Methods for discharging equivalent fringe benefits (i.e. plan designs or “cash in-lieu-of”)
  • Fringe Benefit requirements for part-timeseasonal, and temporary employees
  • Executive Orders affecting government contractors such as:
    • E.O. 13658: Minimum Wage for Contractors
    • E.O. 13665: Non-Retaliation for Disclosure of Compensation
    • E.O.13706: Sick Leave
  • State Paid Sick Leave Laws
  • Overtime compliance and alternative workweeks
  • Certified Payrolls
  • Worker notification requirements and record keeping
  • Application of DBA to company departments:
    • Business Development and Proposal / Pricing
    • Contracts Administration
    • Human Resources
